What is Keystone Scholars?

Keystone Scholars is Pennsylvania’s investment in your baby’s bright future.

PA Treasury is investing $100 for every baby born or adopted in 2018 to families who live in six demonstration project counties to be used for the baby’s future higher education expenses. For children eligible for the demonstration project, you must claim online or by phone before your child’s first birthday.

Beginning with babies born in January, 2019, Keystone Scholars will be available in every county in the Commonwealth.

A baby with higher education savings at birth is three times more likely to enroll in education or training after high school and four times more likely to graduate.1

The $100 will be invested by the PA Treasury Department and will grow through the years right alongside your child. Your Keystone Scholars account can be used for qualified expenses when your child pursues higher education. These expenses include tuition, fees, books, and more at vocational or technical school, community college, two-year college, four-year college, and more.

Who is Eligible?

In 2018, Keystone Scholars is available to babies born during 2018 from families that live in the following PA counties:

  • Delaware

  • Elk

  • Indiana

  • Luzerne

  • Mifflin

  • Westmoreland

For babies born in 2018, eligibility for the $100 is based on the baby’s county of residency, not place of birth. Eligibility is based on the home address at the time your baby is born.

Starting in 2019, Keystone Scholars will be available to newborns across the Commonwealth.

How does it work?

Demonstration Project

Babies born during 2018 must be from families that live in the following PA counties: Delaware, Elk, Indiana, Luzerne, Mifflin, or Westmoreland. To get started:

  1. Pre-register online here

  2. Keep an eye out for mail from Keystone Scholars

  3. Complete registration and claim your $100 once you receive a letter from PA Treasury with your registration code

  4. Dream big!

You have until your child’s first birthday to claim your $100 Keystone Baby Scholars investment.


2019 and After

For families with babies born in 2019, there is nothing that you need to do to claim your $100. Keystone Scholars recommends that you open an online account here once you receive a letter from PA Treasury with instructions on how to complete the online process. Opening an online account will allow you to track the growth of your funds and to link a PA 529 account so that you may review all your college savings in one place.

Before your child is ready to use his or her Keystone Scholars funds, you must open a PA 529 account. You can start a PA 529 account with as little as $15. For more information about the PA 529 College Savings Program, please visit us at PA529.com.
